Automatic row sizing

With MTblAutoSizeRows, M!Table provides a way to automatically adjust the height of rows.
M!Table also sends messages while the best height is determined.
For example, with responding to MTM_QueryBestCellHeight, the best height of ownerdrawn cells can be defined.
